Please can someone from US help with a postage query?

If somebody is posting something with USPS Priority Mail with a Tracking No., do you know at what stage the first scan takes place please? Ie. Is it when the item is handed over, when it reaches a depot, leaves the country?

Our USPS tracking system is pretty poor -- the first stage is when it is handed over, next it should show when it leaves the US, then when it clears customs in the UK, but it doesn't always show that info until you actually have the item in your hand, so it's useless in that case. If you want to PM me the info, I can better answer if I'm looking at it
