Help identifying a promo smurf

Does someone know anything about this promo?
I saw it in some important collections, and I know that it was made for a group of French designers in 1992/1993, but I don't know more :-?

I was able to get this one and also saw another one for selling.
I assume this a genuine and quite rare :o
