Gringoire sockel

Hello

Can someone give me some info about this sockel?
It`s not in very good shape, but I still like him.
It has a phone number on the side, printed in red.
Is Gringoire a company???

I´m afraid I´m not into sockels yet.
In Google I´ve found just one little mention and photo of this one in this page:
